Sebagai tempat yang tidak dijangkau oleh pihak berwajib, gedung tersebut menjadi tempat berlindung para pembunuh dan anggota geng, pemerkosa, dan pencuri yang mencari tempat tinggal aman.
Mulai bertindak di pagi buta, kelompok SWAT diam-diam merambah ke dalam gedung dan mengendalikan setiap lantai dan yang mereka naiki dengan mantap.
